Principals of the programme are:
1. openness - it is open to the ideas intended for the Commemoration of the Millennium of Lithuania proposed by any citizen of Lithuania, public and state institutions, religious communities and societies, and international associations;
2. statehood:
2.1. The Programme has been developed and is implemented depending on the national importance of its projects and making assignations from the state budget;
2.2. The Programme is implemented by united endeavour and funds of different state and public institutions;
3. purposefulness - proposals (projects) being chosen, supported and implemented must coincide with the aims and principles of the Programme;
4. universality - together with this Programme governors of the counties, state and municipal institutions and organizations, elderships and public organizations are encouraged to develop and implement their own programmes and projects devoted for the Millennium of Lithuania.
